If what you're looking for is another style then you can just install a different one on your current 3.0 and call it new and fresh product. There is a whole lot more to releasing a new version of phpBB than just changing the paint job.

Karma is something that not everyone wants, as Lumpy said, and not everyone agrees with how it should be implemented. You will find a whole lot of users that will disagree with you on having Karma in the core. Plus nothing on your own personal wishlist that you've listed can be considered vital for inclusion in the core product and none of it is impossible to do for extensions. I was hoping for more powerful static page, user - karma system, etc. Something for the "user" to feel not just the admins when browsing ACP.
Basic and useful add-on like PM email notify, autobackup, avatar left/right, automod and karma system should be integrated in the system.
