I have 3.1.2 running nicely, but I can't find an easy way to edit or remove the "Quick Links" in the top bar and in the footer. Several CSS files contain that phrase and I'd rather not hack them all in case I break something. Thanks!

There is no "Quick links" in the footer, only the header. What exactly are you trying to accomplish?

the quick links is in the navbar_header.html file at the top.
Tools needed to set up and customise phpBB

If you are going to be doing a lot of changes, having to purge the cache every time is a bore.
Therefore, go to the admin panel to the main menu. Near the bottom of the left side menu you will see: "Load Settings"
click on that. On the next page down near the bottom you will see: "Recompile stale style components". Set that to yes and submit.

Now, you will not have to purge the cache after every change. You will most likely have to refresh your browser each time.

I'd like to remove "The Team" links from top and bottom.

Before I start messing with a live board, is it safe to remove this line from the header?

yes. as always, make backups of any files you are going to edit just in case.

as for leaving that recompile set to yes; it depends on how busy your board is etc. once you are done with most of your changes you can set it back to no to keep server resources down.

on my test boards where I am always working on something, I just leave it set to yes all the time.
