Has anyone successfully made this conversion?
I spent a couple days at an open source conference and it kinda convicted me to get back to using open source will a little more intention.
IPB 3.4.x -> phpBB 3.0 -> phpBB 3.1?

Have a look at my response here: Convert from IPB 3.4.x to phpBB3. When you convert to phpBB3, you can easily upgrade to the version you want.
There are a couple threads here, you can follow, to upgrade your 3.0.x to 3.1.x.
