you have made your request now you have to wait and see if anyone is interested in creating a MOD for 3.0 for you.
It is not likely since most people are going to be working on extensions for the new 3.1
you don't really need an official MOD anyway. look online for how to create a scroll to the top button for your website.
find a method that you like and add the code to the files it tells you to add it to and you are done.
