User Control Panel (UCP) > Board preferences > Edit notification options
We have the same problem; In the old version 3.0.x we always received notification or new registrants; however, since we updated our phpBB board to the current 3.1.5 version Admin no longer gets notification of new applicants for registration. We see a new tab in the top right menu "Notifications [#]" (where "#" represents the number of outstanding notifications; however, without actually getting the email response from the applicant, we have no idea whether the email address they registered with actually works.
Respectively, we want that confirming email.

Also, we looked for the User Control Panel (UCP) > Board preferences > Edit notification options you referred to and the new UCP no longer has the "Board preferences" option tab.
Also, though our old version had a "Board preferences" tab, under that tab there was no "Edit notification options"; but, it worked perfectly) ant its options no longer matters.

Still, we have looked over all of the new versions options and we cannot yet see how to get the notification of new registrants to send email messages to Admin again.

Can you help?

unless you have registration set to "by admin" you will get no notification of a registration. that was the same in 3.0 so if you were getting emails about standard registrations then you must have had a MOD installed to make that work.

in 3.1 you have to set it to by admin and then you also have to set your notifications preferences to get email for new registrations as well.

also, if you are not using an email address that is at your hosting /domain name you should set that up.

many hosts do not allow emails to relay through their servers from outside ( like gmail etc. )

create a email address for the board at your hosting account control panel. use that email for everything to do with your board.

A standard board does, Edit notification options. If your board doesn't, then please start a new topic and include the completed Support Request Template.

If you want to know if the new user's Email is valid, then you should be using User activation. Then, the user receives an Email at their address, which they use to activate. If they are activated, then their Email must be valid. The admin then does not need an activation email.

Thank you for that input! Because our board is a "Standard Board" and it doesn't have that option, instead of creating a support ticket, we went looking for someplace on the ACP where turning that option on or off and we found the ACP > System > Module Management > UCP selection provides for enabling and disabling the tabs on UCP page. In those selections "Board preferences" was disabled. Respectively we solved our problem by enabling that option, selecting email Admin on new user registrations; and, hopefully that will solve the problem.

Thanks again for you quick input and insight.
In fact, thank you to all of you who responded.

Thanks for your reply.

We don't use that option because we aren't only concerned with whether the user can receive email when register; we want to know that they can both send and receive email from that address; and, we want them to confirm the custom designed data fields are correct. Thus, our outgoing email requires the user to reply by email to confirm the information they provided on registration. In house we then use email parsing software to verify the user generated response. If the response is correct then we know the user trying to register is a human with a two way working email address.

That is why our Admin needs the email notification from the board whenever a new user tries to register.
Still, thanks for your response.

So you are talking about some sort of extension, not something built into phpBB.

A combination of both phpBB native function and external management of email provided from the phpBB board and user responses.

In phpBB v-3.0.x when registration was set for completion by Admin, the registering user automatically received email notification from the phpBB server acknowledging that they had registered but that Admin had to activate the newly registered account. Respectively, the phpBB server sent an email to Admin notifying Admin that we needed to activate the account.

The email message that the phpBB server so sent to the registering user indicated that the user needed to reply to that email by confirming the information they had provided on registration.

Respectively, when the registering user replied to that email, that reply comes to our private in house email server (outside of and not related to phpBB)—that private email server is the same place phpBB sends our board's Admin email. Thus, when a new user registers on our phpBB forum, phpBB sends both the registering user and Admin an email message respective to that new registration. Then when the new user replies to that message Admin receives both that reply and the email that was automatically sent from the phpBB board regarding the new user. Accordingly, outside of phpBB, our private email server verifies the email from the newly registered user and Admin compares that reply to the data form phpBB regarding the new user. When the data verifies correctly the new user's account is activated. Though our email server can parse the registering user's reply, it takes robotic minded human interaction to execute the "link to activate the account" provided in the email that was sent by phpBB to our Admin.

Thus we have a robotic minded human that, a couple of times a day, runs the user email parsing system to keep user activations current.

Some of that procedure was initiated to eliminate Spammers; the old Spambot countermeasures were not working.

We only upgraded to phpBB 3.1.5 the last week of June 2015. And, because we have other servers running phpBB 3.0.x we didn't notice that we were not getting registration emailed messages from the phpBB forum that had been upgraded to v-3.1.5 until this week. Thus, when we could not find the reason we were no longer getting registration related email from our two upgraded phpBB boards, we posted our inquiry.

The registration process worked quite well set this way on phpBB v-3.0.x; and, we hope to get that functionality back using v-3.1.5.

If there is a better way [i.e.: more efficient way to: (1) verify the two-way effectiveness of registering users provided email addresses; (2) Keep spammers out; and, (3) transfer the new user's contact information including custom profile fields] to accomplish this, we would like to take advantage of it.

It is obvious that phpBB v-3.1.5 is far superior to the older version and we are just getting use to its incredible advantages; so, we welcome all of the insight you can provide.

Thanks again, for what you have already done.
We hope this reply is helpful.

What you are doing should probably still work in 3.1, assuming you have edited the message to the user, saying they need to reply to it.
What is not working?

based on what you described, it sounds like exactly what happens when you have registration set to "user".

the registrant gets an email that they have to reply to. if they do so, then that proves that they have a two way email account as you stated you wanted to verify.
that solves your verification problems with no MODs/extensions etc. etc.

if you want that email to contain other profile type info then you can request a extension for 3.1 that will allow you to set that up.

as for spam prevention, using the built in Q&A with a good question that can not be answered from a google search and that is not guessable or a multiple choice thing etc. will stop close to 100% of the spam registrations.

for the very few that get past it, you can setup the first post to have to be approved and your moderators can weed those out very quickly.

now, you have solved all of your listed problems without any special scripts or extra work for you /your admins/mods etc.

luck,
robert

Standard phpBB "User" registration does not require the new user to reply to the Email -- only to click a link to open a webbrowser to activate the account.

We hope that everything is working now (given your response that helped us get the e-mail announcement of the new user registration turned back on for Admin—again, thanks for that).

Sadly, with all of the other adjustments we had to make to complete the upgrade we forgot to adjust the new outgoing e-mail messages. We are taking care of that today (I hope).

Meanwhile, the new notifications in the breadcrumb menu are extremely helpful as a monitor of our offsite robotic activation process. It gives Admin an instant monitor of whether the robot was run or not. That is great!
