Most likely the only thing keeping your forum from being re-activated is changing the chmod properties for the folder it resides in.
However, the answer one of your other questions, how can you protect yourself in the future, you may want to check to make sure you are not using too many database connections as multiple connections causes the use of a lot of server resources.
Php based forums using databases have been known to cause system resource problems in the past.
If you are using flat based files for your forums, you may try taking a look at your code and seeing if there is something else that is eating up resources or taking a long time to process.
There are a number of things you can check. The above are just a few places to start.
Not sure how the rest of the email goes, so can't help you out there.

There are some ways to try to reduce the amount of resources a php based bulletin board program uses. It is the same as with all forum software, except that some software is more customizeable than others.
You can reduce the number of images on each page. The more images there are, the more connections to the Apache server every client has to make. You can also reduce the number of threads or messages displayed on each page, making the connection to Apache shorter in time and use less memory.
If you can't make these changes to your bulletin board program, then you need to switch to something more cusomizeable.
Sorry about the brief load warning message. It is mainly meant as a curtesy warning to let you know there's a problem, and you are meant to contact tech support (or look in the forums) to find solutions. What I meant to say was you needed to fix the problem or find a different solution, and part of the message was cut off somehow.
