Edit Post and a Time Limit Option

Hello - I notice there's an option to prevent user's from deleting their own posts. However, if I want to provide Edit rights then there's nothing to stop a user from "blanking" out their post or completely changing the content. Is there an option to allow them to edit a post for say 24 hours or maybe until there is a reply to the post? It seems like allowing Edits until there is a reply would be a good feature if it does not already exist.

Best bet is to open an extension request (port) in the Extension requests forum, here.

That's already builtin option - goto your acp and look in "posting" - "Post settings"

Is it on a per user/forum basis?
I recall I made an extension MOD for that for phpBB2.

No, that's a global options for all except moderators

That seems to be a bit different though against what the 3.0.x MOD does.

Adds a new user and a forum permission to override the post edit time limit, also gives the ability of editing time limit settings per forum or user
