Not sure if this is possible, I have a user I am keeping an eye on and want to set it so when he posts they do not appear on the forum until an admin approves them.

Put him in a special group with the permission "can't post without approve"

Approving posts is a Moderator function and not an Admin function.

You make a group with the permission for "Can post without approval" as Never. Put the user in the group.

If you are the founder, you should already be a Moderator. Try it.

That is the best and easiest way, than you can add or remove users from that group
But it is also possible to restrict the permissions for a single user

I have created a new group called 'Post approval' and copied the permissions from the group 'Registered users' but I cannot see the "Can post without approval" option.

That's group permissions.

You want group FORUM permissions.

I have over 60 forum areas, is there an easy way to set them all in one go or will I have to set each forum manually.

You can choose more than one forum. You should be able to do 6 or 7 at a time. More than that may overload the server.
