In the footer link extension you can also set the option to open links in new tabs.
That is the way that it has always worked and works on every other cookie acceptance. Like FB does now in respect to this stuffs, I have downloaded all of my data and deleted myself.
It depends on whether you want the cookie to be accepted again or not - although if you force GDPR acceptance then cookie acceptance will also be required.
Whilst that may be true in many cases it would be totally impractical as it would mean manually going through possibly thousands of posts which would not happen, and what if you should miss one? Also by totally deleting a user's posts you would destroy the flow of topics - in fact you would run the risk of destroying your board. And that is before you take into account quoted posts.
Don't know if it's relevant, but when someone asks to delete all his/her posts, then you are normally obliged to delete everything. Just the same as google works.
