private message has been removed due to private message filters ?

Hello all, one of my moderators contacted me with this warning in their pm system yesterday

One private message has been removed due to private message filters

In all the years I have had my phpbb forum not once have I ever recieved this message warning ?

I have asked if they had changed any filter settings their end but they have not changed anything ?

I have searched around but cannot find any answers.

Any idea`s ?

Users are able to set up their own rules in their Private Message tab in their UCP.

Hello I have asked this Moderator user if they changed any filter rules to their account and they have not

If this is indeed the case what other options could possibly cause this warning ?
Could it be the recipient filtered the Moderators message from their end ? would the warning come up the same in this circumstance ?

It would be the recipient's rules not the moderators.

I see so the recipient has actually blocked / filtered the Mod

surely the software should not allow a moderator to be blocked / filtered ?
