If this is a fresh install, why not use the most current, phpBB 3.2.5 Release?

Known bug. Fix here - https://github.com/phpbb/phpbb/pull/5479/files
That's a change in a file named context.php, this error is from session . php.
The solution is to upgrade to 3.2.5, as these errors have already been fixed in recent releases
