What extensions do you have installed? Flight Deck (for Milk v2 theme), Advert Management, Board Announcements, Subscription Management, Lightbox for post pictures, Last post avatar, Mass Notifications.
What styles do you currently have installed? Milk v2
What language(s) is your board currently using? British English
Which database type/version are you using? MariaDB
What is your level of experience? New to PHP and phpBB
What actions did you take (updating your board; installing a MOD, style or extension; etc.) prior to this problem becoming noticeable? Working on the assumption that my database is MariaDB due to this in the ACP - Database server: MySQL(i) 10.2.27-MariaDB

So! Fresh install of phpBB 3.2.8
Both myself and another user have had this problem over 3 fresh installs, both before and after adding extensions/themes, using both a laptop and two phones. Both found that browsing incognito has helped, and they have said the same using Firefox, but both of us have had trouble with Chrome. Currently unable to log in either with quick login, or login page.
Googling hasn't produced anything that has worked. Have tried deleting cookies locally, and purging cache. Also tried adding " add_form_key('login', '_LOGIN'); " as per an old thread, even though the fix is outdated.

Currently logged in on laptop, so can access ACP. Trying to log in on phone to a different account, and cannot do so. Other user is trying to log in to different account using their phone, also without success.

Not sure if I have some uncommon problem, or my Googling abilities just aren't what I thought they were!
Obviously happy to add in any details I may have missed.

There are a few possibilities for this problem.

1. Try using the default prosilver style.
2. Disable all extensions - if the problem goes away re-enable one at a time to find the culprit.
3. There are many reports of problems with various versions of Chrome, so use another browser.

There are many posts on this board of users having problems when using a host's "one click" install. You are recommended to use the files downloaded from here and upload then to your server.

Thanks for the reply David!

1; sorry, should have mentioned that I tried reverting to the default theme before, which hasn't worked.
2; disabled all extensions, no result. Have experienced the problem on a totally clean install.
3; surely "don't use Chrome" can't be the best advice when it makes up a huge share of the browser market?
4; it seems that all that's left is trying to install by hand rather than softaculous. I'll report back with be results!

3)It has to do with the cache, so its only temporary for you.
4) you can try to change all the files with the ones from here, (excepts config.php) so a new install is not necessary.

Have tried replacing the files, no luck.
Currently working through a manual install, will report back with results.


Edit:
Some luck! Completely fresh manual install, logged out after deleting /install folder, and then this.

However I have discovered tjat if the forum is accessed via https://www.thewar..., https://thewarp... or www.thewarp... then the login succeeds. If accessed via http:// or just thewarpstorm.com then it doesn't.
Is there any way I can resolve that?

Try a other browser or prive modus or delete cookies in your browser.
The cookie settings are ok

I had users with the same problem, the one thing they had in common - android phones and chrome. It had me going around in circles for months. The solution - I had to move to a new server with a SSL cert. Problem solved.

Removed and added it again, and it seems to be working. Had to remove a / though, or it redirected to .com//

Your cookie settings say secure cookie enabled, but in your server settings, your server protocol is http://. If you have a valid SSL certificate, it should be set to https://.
