Extensions Tab is gone after upgrade to 3.3

When did your problem begin?: I copied the files from the 3.3 Archive onto the server, headed to install, it threw a timeout error after just 2 seconds and suggested to update by cli instead. I performed "php ./bin/phpbbcli.php db:migrate --safe-mode", and everything went well, except that all extensions are gone.
Please describe your problem.: No extensions tab after upgrade. Disabling and reenabling works, but make no difference, the extensions tab is gone, when I manually add a module it appears and is functional.
Note: This is no production system, so it is neither critical for the moment nor urgent in any way, but I of course want to know whats going on before migrating my life forum.
