Upgrading from phpBB 2.0 to 3.2.x

After several days of futile attempts to convert my 2.0 board on Microsoft SQL Server, I gave up and migrated the database over to MySQL 8.0.

I now have the database moved over, but the conversion process does not see to be working. I see the Convert option:

I get to the next page and complete all the fields, select Submit and nothing happens. There are no errors.

I have the 64 bit MYSQL ODBC drivers installed. Does the phpBB 3.2 conversion process support this or do I need to use 32 bit drivers?
