Have you tried re-uploading that file? It may be corrupt.

Yes, also I've tried to upload an older version of the file (from 3.2.9) just to see the system reaction.
Same problem.

What FTP program are you using? Are you sure it's uploading the file in ASCII mode?

Not sure what do you mean by that... (ASCII mode)

Under Edit -> Settings -> Transfers -> File Types, make sure it's set to ASCII under Default transfer types and uncheck the "treat files without extension as ASCII file" (prevents future problems with image attachments).

Upload the new file and replaced the old one o my server.
Clear caches - refreshed the page.

Does anything show up in the server's error logs?

Did you do something with the "files" folder? the files in the files folder gives the problems, did you upload / download them with Filezilla?

I did.
But after you mentioned that, I change the folder with a new fresh folder from the fresh 3.3 version, still facing the same problem.

You should upload all files as binary. Never used anything else.

Try https://cyberduck.io/ for Mac, btw.

Re: Attachments settings in the ACP

One thing the symptom brings to mind are those folks who have encountered "invalid encoding type" when trying to access the phpBB ACP, and it was because of mod_security interrupting what was apparently expected to be gzip-compressed data or similar. Obscuring the actual error because the method used to report the error having inadvertantly mangled the HTTP-level response in some way.

If you use your web browser's F12 Developer Tools, and open the "Network" view before trying to open the phpBB ACP Attachment Settings section, what response does the F12 Network view show for the "/adm/index.php?i=acp_attachments&icat=259&mode=attach" request that was made when you actually click on the "Attachment settings" link? Just a normal HTTP 200 status as though everything was fine, or was there actually a 403 or other status reported for that request?

The other evidence to look for with that same issue is the HTTPD error log. Not the web server access log, nor the PHP error log, but specifically the web server error log. Sometimes if mod_security is what's blocking a request, the HTTPD error log may even cite which exact rule. Otherwise, if you don't have access to that log, it might be a question for your hosting provider as to whether mod_security is reporting any errors when this issue happens.

Yes, 200.

I can check that with my host.

Anything else before I do that?

The HTTP 200 response already rules out this particular possibility. Talking to the host was to get more information if it had shown 403 or some other atypical response on that particular request, in order to learn what specific mod_security rule might have been in play.

You should feel free to talk to them anyway just in case there are logs or issues they can see which might hold some clue about "why just this one page is an issue." But it's not that we "know" this is happening; because if mod_security was blocking access, there should have been an error instead of HTTP 200.

edit: Never mind on my added item; 3Di covered it regarding English.
