Make Poverty History

I want to add this code to my phpBB site, but I can't for the life of me figure out where to paste the code:

add it to overall_header.tpl to display is at the top
or add it to overall_footer.tpl to display is at the bottom

Umm not really, the original code ads a link if javascript is turned off.
