Is it possible to extrapolate a ranking of ignored users?

Hi all,
I wanted to know if you can have a ranking of ignored users to possibly figure out which users to remove from the forum or ban.
Let me explain better, I ignore a and b, another user b and c, another user again b: if I make a ranking of ignored users I find out that b is the first and I could consider taking action towards him
Is it possible to do this? it would be an interesting option
