Well Iam giving serious thought to creating site for 3.0 people will ether use it or they will not.

Well one thing is for certain it will not have the annoying cookie crap on it like they do here LOL!

The cookie notices in phpBB 3.3.X are configurable based on what laws apply to you, they can be enabled/disabled. As already noted if you are in the EU it's compulsory. While phpBB uses US based servers it's registered in the UK so the cookie notice is a requirement by law.

Just a clarification concerning the UK.

The UK is not part of the EU. EU GDPR is therefore not relevant.
However, the UK has its own UK-GDPR which is in fact drafted and revised from the EU GDPR (AFAIR there are some minute domestic regulations added).
In essence the rules are the same.

Strictly speaking but hardly enforceable, any website reachable from the EU has to comply with the EU GDPR. CNN e.g. has implemented the "requirement" that all "unnecessary" cookies can be rejected with 1 click (it should in fact even be possible without having to scroll but that seems to be difficult for many sites to implement :? ).

I'm US based thus not within the jurisdiction of EU or UK law. I would need to be breaking US law for them to have any hope of enforcement.

Larger companies like CNN, Google etc have both a physical and financial presence in EU countries and need to comply.

Actually my wording was wrong: it doesn't even have to be reachable from the EU. It's applicable whenever personal data of a EU citizen is collected.

The cookie notice on here only shows up if you log out. I haven't seen it for months and months.

Even when logged out, I usually do not see it.
