Hi,
I never had to ban a member but I'm about to have to.
I would like to know if he is informed by a message (mail?) and if we can add a comment.

You could mail him right before banning him.
Spelling is freeware, which means you can use it for free.
On the other hand, it is not open source, which means you cannot change it or publish it in a modified form.

Yes of course, I just would like to know if phpBB sends him something in order not to send him a duplicate.

No, they will not receive an email. However, whatever you put in the highlighted box below will be shown when they try to login.

As a suggested alternative (if you haven't done it already), you could make a group that can only post under moderation in all forums and put him in it. Then all of the posts get modded until they change their behaviour or decide to leave anyway.

I don't receive any message.
If I try to log in I see

Contact the Forum Administrator for more information.
Reason for ban: Test ban
Your username has been banned.

So it is just to give a good reason :D

Can he re-register with another nickname ?

Yes, but not necessarily with the same e-mail (you can ban username and e-mail).

OK, thanks for all.

Now I would like to put this member in a group that needs approval before publishing.
I have already these groups (in addition to admin, moderators, guests and bots) :
New registered users : limited to prensentation board
Registered users : when he has posted one message in the prensentation board he has access to all boards except ads
Confirmed users : when he has posted at least 20 messages he has access to the ads boards.

Now I would like to create a new group, say "Moderated" based on Registered users except he cannot post without approval nor send private messages
but I don't find this option in the new group parameters
can you help ?

Create a new group
Select all the forums (you might need to do smaller batches of 5-6 at once)
In the drop list of default options is one called 'on moderation queue'

Put that person in that group.

Thanks but I don't follow you.
Create a new group : OK, I name it "Moderated", with permissions copied from "Registered users"
Select all the forums : where ?
In the drop list : where ?
Put that person in that group : I guess in the "Moderated" group.

Can post without approval is a group forum permissions so you'ld have to edit the permissions of an existing group or create a new group .

Can send private messages is a user/group permission

As to moving a user from one group to another based on postcount: use the Auto Groups extension

BTW: It's best to open different Support topics for different issues (currently 3 issues in this topic)

Group forum permissions

You need to set permissions for that group for the forums.

Yes put that person in to the group with limited permissions.

Yes, I use Autogroup to move a user after 20 messages.

You are right, sorry; thanks to your replies I have been able to create a limited access group, I will test it, if problem I will open another topic.
