I am the first user. Installation was successful. I can login and out but no new people can register. click rhe register button it takes you to terms. It won't go past term.... you click the button nothing happens...

I’m seeing a blank page which is often a suppressed PHP issue, can you check the server error logs there may be a clue there and post anything relevant please? Have you tried it with all extensions disabled, I realise you said you didn’t have any but just in case, and with the default prosilver style?

If you click register it will take you to the term page but you cannot get past it.... It works using just pro silver! Earth is one of the most popular styles... i don't think its that... is there a setting im missing or did i mess up the style install? everything LOOKS just like I want it when i use the style.

If it works ok with prosilver but not your custom style it has to be the custom style. Is it up to date? Remember style and phpBB versions must match.

The HTTP 500 error should have generated an entry in your server's error log, check there and see what it says.
