Question about translation workflow

I have been testing my translation work on my phpBB server by copying and pasting directories. It is simple but I had to wait couple of minutes before my translation work applies to the website, even after finished uploading newer files. I wondered if there's a better way of doing and testing translation result. One thing I can think of was running local web server using XAMPP (I am not sure whether this is the right tool for that).

Am I missing something??
