Perhaps you missed it so I'll mention it, there is tabs below the posting pane and one of them is labeled attachments. You need to click the tab. Yes, on my new forum I went through the permissions and gave them to the 'regular user', which everybody should be part of. But when testing, i could not upload attachements. If you can't attach files then use the permission mask to trace the settings that blocks that.

Everyone belongs to registered users group including admins.
