I see what you mean, this part of the forum doesn't correspond to phpBB, so probably a special feature for the CDB part.
A member of staff will be able to advise you.

Do you know, who can help me to find the extension or mod which the styles forum uses?

V 1.0.1 is incompatible with phpbb 3.3.12

and the GitHub download hasn't shown up in the extensions when uploaded to the ext/ folder
