Foes and private messages

I have a rising number of users being bothered by PMs by certain other others and wanting to disable those - I thought the Friends/Foe system would be a solution to this but apparently defining someone as a Foe makes their posts invisible but not their PMs which seems to be the wrong way around if you ask me... is there any way to inverse this?

Private Message rules can make use of the Friend and Foes list for filtering incoming PMs.
Spelling is freeware, which means you can use it for free.
On the other hand, it is not open source, which means you cannot change it or publish it in a modified form.
