It might be, but that question makes no sense.

Board - phpBB.com/community/
Forum - 3.0.x Discussion

As such, a forum cannot contain a board.

i want to have a multiple forums that shares the same database and users
say, http://www.phpbb.com/forum1 and http://www.phpbb.com/forum2

both forums will appear like seperate forums, but the users are the same, so if i registered at forum1, i'd be able to access forum2 as well

It would require quite a few edits, because you would have to edit installs to make it so new forums use the same users info etc as the thers, but topics and everything are differnet.

See http://www.phpbb.com/kb/article/share-m ... bb-boards/ - although this was written for phpbb2 it is basically what you need to do with phpbb3. If you search this forum you will find other topics asking the same.

That is probably a permissions issue. You have to set permissions for the forums and users before you can see them. remember in phpbb3 all users, including admin, have to be given explicit permission to do/see anything.
