I have a very annoying user on my board, but I don't want to ban him. Is it possible to do something that makes it impossible for him to post new threads/answers, but still he can READ other posts?

Hmm you can desactive him. If your forum permission is set that the guest can read the content of your board, you can desactive the guy (Admin Panel, User Management, see the option for desactive him)
