Just add your advertisement with an html editing program in /templates/subSilver/overall_header.tpl, or /templates/subSilver/overall_footer.tpl.

There is also a mod for custom headers and footers, easily changeable from the admin cp. I don't think it is an official mod, and I have no idea if it's been updated to work with 2.0.4. Try doing a search. custom_footers_and_headers_1_0_0.txt was the original.
