[BETA] Lottery Mod

This will just be a basic lottery mod, and will have all it's values settable in the ACP.

It won't work like normal lotteries where it draws xx numbers though, at least not yet. Just every xx period it will pick a random person from the entries and give them a base amount + the all the entry costs. So if 5 people entry for 50 points each, and 500 is the base, they'll win 750 points.
