As far as I am aware there are currently no working applications that will create the .xml file for you - you will have to create it manually like the rest of us do!

But that will not actually create a modx file - it will only convert a text file into modx. My understanding of the original question was for an application to actually create the modx file.

All you have to do is make a MODX file, whether it be created by yourself or it be a product of a text template to MODX conversion. The whole style/look-and-feel of the MODX MOD is nothing you have to do-- a valid MODX file will use that prosilver stylesheet that you posted. You don't have to do anything to style your MOD to get it to display that way; we provide a stylesheet (XSL file).
I'd recommend reading up the content we have in our MODX Resource Center, and reading some more information on XML in general.
