I follow all the instructrions,not happening

You would need to ask any questions related to that MOD at the place where you got it.

I'm being told to be directed to the topic also yet it is LOCKED, could you please unlock it so we're not being run around in circles, if not there will continue to be TOPICS on this link checker popping up instead of it being in the MOD topic it self

If the Support topic for the mod is locked, then there is no support for it.
