How to initiate translation of 3.0.6 forum

I've downloaded /ru folder in /language to translate my forum into russian , now there are two - /en and /ru folders in the folder /language. Reading clause 3.10.4. Language Packs there are - "..After you upload the files to the system, the pack should show in the Uninstalled language packs list.."

Where can i see "Uninstalled language packs list" and how to INITIATE translation of the forum from this step?

I've already download it from location you kindly provides in directory /language on my hosting. The question is how to see the forum translated into russian having two subdirectories - /en and /ru in directory /language. What next steps should i perform?
