Change language in administration control panel

I don't know where the file to change the language in the administration control panel, but i ever hearing that it easy to change , just go to that php file and change value of the constant it automatic change the language, for example change the language to french , $langu.... = "fr" , and defaulf language is en => $langu.... = ""
can anyone help ? where the php file ?

If you have a language pack installed, you change your language in your User Control Panel.
