problem with language is solved

after 2 weeks i just solved the problem with the translation,or every language except english.
i think so many people have my problem which i spend 2 week for it.
for those people who have the incorect string value you should first
1. run the mysql_upgrader
2.all the text from the results of mysql_upgrader copy
3.insert all the copy text from that in php my admin(sql query)
4.for that you should enter your php myadmin from your cpanel
5.in the php myadmin select the appropriate database(your phpbb database)
6.when you select you php database go to sql(just click on sql tab)
7.in the sql page just paste all the text from mysql_upgrader which you have copy befor
8.and now you can post in your language and create from in your language without having any problem with incorect string value.i just had this problem for 2 weeks and i couldn't create and post in my langugae(persian language).unfotunately the instruction wasn't helpfull as well.but now i just solved the problem
for all you people having this problem:incorect string value,
you should do these steps.
