Where is the Korea Language Packs in Downloads?

Language packs are made by the users. I guess no-one has ever made one, or if they have, they didn't notify this site to have it as a download here.

If it could be downloaded from the Language Packs of phpbb.com , that would be perfect.

There is this sticky in this forum that you should read and follow the guidelines that are linked there if you plan on continuing/updating the translation:

If that's the direction you want to go in then you'll need to create the language pack contribution here and submit your language pack:

Once your language pack gets approved by the Language Manager it will be listed in the language packs page. Please contact Crizzo if maintaining the Korean language pack is something you'd want to do.

I don't know if this is the right one.

Looking at that link those files have not been updated for at least a year which means that it will be several versions of phpBB 3.1 out of date and there will almost certainly have been some language changes in that time. This means that there is a possibility that that language pack may cause problems with your board.
