It would be nice if it was privacypolicy-3.3.zip so it was clear after download.
I agree with that, if only to avoid overwriting other 3.3.zip files produced by other extensions

Here I disagree.
Chances are that a zip containing david63/privacypolicy/* would be unpacked into an already existing ext/david63 directory and also create an unrecognised extension (in the ACP).
There's sufficient information available so that anyone willing to use a github download should realise that that is not a phpBB released version (it could be an older version, or a not yet validated version, or a partially working version).
Those willing to use extensions should know how to install them and if that requires manually adding the "vendor" directory into the ext/, so much the better.

Spelling is freeware, which means you can use it for free.
On the other hand, it is not open source, which means you cannot change it or publish it in a modified form.

Also GitHub names repository downloads (even releases I believe) based on the repository name and owner.

You don't have a choice in the format of the zip folder.

No it will not work with just one group but it could be made to do so.

That is what it is downloaded as. This is, unfortunately, a limitation of Github.
