what is the method that phpbb implements translation? What I am interested in is the procedure that the template variables are sent to .php to be translated.

PhpBB does not do any translation.
Any text displayed on the webpage are stored in the files in the language folder for each language. The template variables are simply the index into the word arrays in the language files.
