Is it possible to copy my well populated forum running 3.1.10 onto another forum on my root folder and copy my database and upload it to another mysql database ? I want to run both at the same time and experiment with the latter.

If I understand you yes, see the relevant sections (backup/restore) in Knowledge Base - Transferring Your Board to a New Host or Domain and Knowledge Base - Installing and Setting Up Your Own Web Server. Also, be aware 3.1 will be EOL at the end of this month and support will cease, you should consider upgrading to 3.2.
