Help: Questions about phpBB Capabilities

Hi all,
I am trying to decide whether to use phpBB or Google Groups for a project involving many social clubs. I would like each club to have its own forum on one private board. All members of the board should be able to access any forum. So here are my questions:
Is there any practical limit to the number of forums on a single board?
Can I assign a different moderator for each forum, and give them the capability to create their forum?
Can I attach club members to just one forum, so that they only get an email when a topic is created for their forum?
Can any member of a given forum automatically send emails to ONLY the other members of that forum?
Can I, as the master moderator, send emails to all board members? Is there a maximum limit to the number of emails that can be sent at any one time?

Theoretically no, but in practice when you get more than a couple of hundred you may encounter performance problems. Also when you get into large numbers of fora then maintenance can become a big problem.

Members can subscribe to a forum which would give this functionality.

Not sure what you mean by "automatically send emails". Members can send emails to groups (if the correct permissions/settings have been done).

If by "master moderator" you mean Admin then yes.

Within phpBB - no, but there may be limitations applied by your host and/or mail server.

Creating forums is an administrator permission. Moderators by default have no administrator permissions, but you could still assign that one permission to those (or even users) - that would result in letting them access to the ACP and its module of managing forums plus all modules where administrators have access in general.
