How did you install it?
In what way does it not allow registration?
A link would be good.

I just tried registering and once the registration process was completed it looped back to the the start of registration. This type of issue is common with host supplied 1-click installations. You can either speak to your host as itā€™s their software or delete everything you have and install using the software from here.

See phpBB installation instructions.

I tried to install but I'm getting this error - you are running unsupported PHP Version, Please Upgrade to PHP equal to or great than 5.4.7 but less than 7.3 in order to Install

Then you will have to upgrade your php version. That can usually be done in your cPanel. This also tells me that the version of phpBB offered by your host is out-of-date.
