404 Error on update tab

I am unable to upgrade my phpBB board from 3.28 to 3.3.

Following the guide found here

I visited the downloads page download the Download phpBB 3.3.0 (bz2) file from the at the following URL. https://download.phpbb.com/pub/release/ ... .0.tar.bz2

1. Used wget to download the file
2. used tar -xvf to extract it
3. removed the named file and folders from the extracted archive
4. removed all except the named folders from the root folder of my phpBB forum.
5. Copied the remaining files and folders from the extracted archive to the root folder of the forum
5. used Chown to set the ownership and group to www-data as the forum was previously
6. used a browser to visit my url/install

7. Clicked the update tab

8. Repeat the process, same result
9. Repeat the process using zip file, same result
10. Try the automatic update process - failed
11. Visit the forums and ask for help - here i am :) - help

If I am reading that correctly it appears that you are unpacking the download on your server. This method has been known in the past to create problems with creating the directory structure. You might want to try downloading the zip file to your local machine and then ftping the files to your server.

Your correct I am downloading directly to the server.

While I could setup FTP I am not going to, it is just another port to leave open adding extra security risk. Tar is very reliable, and its exactly the same file count as when extracted locally (which I would expect, same operating system, same OS version and same version of tar). Either this is a PHP configuration which the installation requires (which is not needed to use the forum in the usual way, that was working correctly) or else there are files missing from the downloaded files.

I suspect that it is saying not found because it needs access to a specific PHP service, I am hoping someone is able to help with that and point me in the correct direction. If my suspicion is correct it will require either the installation of some extra items or maybe access to them in the Nginx block

included in the phpbb files is a nginx sample setup file.
I believe it is the last file in the phpBB root called web config
