Hi,
I am a new user of phpbb.
I want to translate a phpbb 3.1 forum.
I just have a SQL backup of the old forum.
I tried to install the phpbb 3.1 version, in order to translate to actual version, in a an environment created with XAMP 1.8.2, but the installation of phpbb failed.
Could you help me, to find the good strategy to use.

You don't need to install phpBB in order to update a translation - you only need a file compare/merge program

I am guessing the OP means "upgrade", not "translate".
