I'm in Turkey and we spoke Turkish, and we wrote. When installing this sebepe phpBB forum, it had a Turkish translation by default. I installed it through cPanel. But there were too many grammatical errors on this translation. For example, the notions of "language" and "langage" were not separate, as was "lisan" and "dil". This is a very common mistake. Moreover, there were some spelling mistakes. There was also "message board" instead of "forum". This was annoying for me. I am interested in linguistics. I research and write articles on it. I have edited this translation on a large scale. I customized almost everything. Is it possible for me to share this translation as a contribution?
The person who does the default Turkish translation may not accept the partnership, because we discussed it on his support forum.

What do you mean with customising? (I suspect you mean "complete")
A translation should be as near as possible to the English version.
If you are implying that your translation is complete and more correct, then I think contacting the Language Team is the way to go, providing you can show that the current translation is not complete/up to standard.
Spelling is freeware, which means you can use it for free.
On the other hand, it is not open source, which means you cannot change it or publish it in a modified form.
Adjustments in my own way. It's like writing "forum" instead of "message board". Emails are cleaner, for example. The remaining grammatical mistakes.
Forum and message board are not interchangeable - a message board is the entire collection of forums.
