Updating PHPBB forum

A member of the family has a forum that is quite old, has some mods and would like to upgrade to the current version. It's on 3.0.7 at the moment, what would be the best way for him to do it please?

Thank you. That looks fairly complicated and I'm not sure he could handle that. Does anyone know a genuine professional who could upgrade it all from 3.0.7 to the latest version, which I assume is 3.3.8 ?
