It's more like the concept of free speech here in the United States. That is true and that is something I would love to do But sadly that requires Three things that I do not
You can buy a regular computer and turn it into a server. Install XAMPP on it which installs php and other essential server languages. You can install phpBB on it and if you tweak the settings (to allow public access) and ensure your IP is static and associated with a domain name (ie. example.com), you can have any site you host on it be public. Or you can forgo a domain and just type your IP address in, though it's not ideal to just have links to your site be your IP address. You're going to have to worry about security though.

While they're not public (by choice), I have three phpBB localhost boards on my computer right now.
