Yes, but to different degrees.

The moderator team can moderate the entire forum, other teams can only moderate a certain subset of forums. Also, being real is only half the battle šŸ˜‰

No, "increment post counter" is a forum based permission allowing for the creation of forums where posting doesn't "count." Post count is not incremented in the Test Me or General Discussion forums, and that is by design.

As mentioned by [Dimetrodon], the postcount is not incremented in certain forums.
But the curiosity is that the "0" can be clicked and hocus pocus the "uncounted" post(s) appear.
