Install both languages, actually English is installed by default.
You (as admin) can set an installed language as default for the board.
Users can switch between languages in the UCP.

IIRC there was an extension allowing to assign a language per forum, but it's not compatible with 3.3.

What do you mean with experimenting with Arabic vs. English?
Spelling is freeware, which means you can use it for free.
On the other hand, it is not open source, which means you cannot change it or publish it in a modified form.

Experimenting i mean doing what's called "Trial and Error".

Don't experiment without reading the User Guide first or you'll end up having to reinstall.

Please look at the customisation tab: there are 3 sections: Styles, Extensions and Language.

As to the Arabic language pack, if it's not up to standard: contact the translation Team or the author.

Edit spelling:

Based on your link, [url=https://www.phpbb.com/support/docs/en/3 ... uage-pack/], I've read to where it says, In this link above it says: "The board root is the one which contains the board's config.php file".

I haven't studied php, what is config.php?

How did you install the board?

You do not need to know php. It's one of the files in the main forum installation folder.

Yes but how, did you use a 1click installer provided by your host or did you download the .zip from here, unzip it then upload the files using an FTP client?
