It says there are no forums even though there are in ACP

It says there are no forums even though there are in ACP. I created the forums and it looks like the permissions are correct here are my screen shots...

If you are expecting to see the forums on the index, without being logged in and you don't see them, then the permissions are not set as needed.

Use the Permission Masks to see how the final permissions are reached. Post a printscreen if you need some extra explanation.
Spelling is freeware, which means you can use it for free.
On the other hand, it is not open source, which means you cannot change it or publish it in a modified form.

By default, new forums have no permissions assigned. You have to assign forum permissions, or copy them from another forum, before anyone can see or post in the forum.

Try making one more forum following this:

'In the ACP> FORUMS> Manage forums make a new forum.

Forum type: Category
Parent forum: No parent

Set permissions for category.

Then make another forum.
Forum type: Forum
Parent forum: the category you just made.

Set permissions for forum.

To set permissions, either use the option to copy permissions from an existing category or forum that has the desired permissions, or:

ACP> Permissions> Group forum permissions

Set the registered users to be able to see and post in it: Registered users> Standard access
