Norwegian translation for 3.3.11

Hi,

I'm new on the forums but I have done a lot with phpBB, including setting up phpBB for customers, writing custom extensions etc.
I am just done translating phpBB 3.3.11 to norwegian and i wanted to share this with the community.

But when i try to apply to become a translator i get the following error:

We are sorry, but you are not authorised to use this feature. You may have just registered here and may need to participate more in discussions to be able to use this feature.

All that is well and good, i understand that i need to either:

• Participate in x number of discussions
• Be a registered user for x number of hours/days

The problem is, I don't know what it requires. If it is about being newly registered, or if it is because i haven't participated in discussions.
