So i am still setting up osticket and its ok, it does the job. There are not a whole lot of viable options on the market to be honest. Some projects like bugzilla are written in perl which i dont want. Others have issues or dont feel secure. So my findings so far is there there are only 4 options.

Osticket, bugzilla, mantis, and jira

I don't see why you cannot just use an out of the box phpBB install and disable unneeded features via the Load Settings.

ACP > Server Configuration > Load Settings.

You can disable things like the online list in there, disable the online tag on profiles, etc.

There are other sections in the ACP to turn off things like private messaging.

Good thinking but that does not cover ticket numbers, departments, assigned devs, priority, status lists, different email templates for different departments and projects within the dept, and more... There is a whole lot more to it than just have a sectioned space for someone to post.

Some of the stuff out there looks like a kiddy candy store with that bubble gum look, its horrible for me, maybe someone likes it. For now my only other option other than osticket is to try mantis... I am running into setup issues with osticket, some due to server settings, and others due to script stuff, but its not too bad its just a pain to have to stop to figure stuff out when i should be coding... Their forum is helpful so thats a good thing.

You all know what is so wierd, i never ever even considered a ticket or project managment plugin for wordpress... lmao isnt that funny, i have used WP for so many things and so many different plugins over the years, but never considered a plugin for this task, looks like they have a few options. I will even pay for one if its good :)

If you are OK with customizing a little bit (mostly language really), this extension can easily be re-jigged to a pretty excellent Support Ticket system:
