I still get this error:

Also I can't see the subscribe button in the dropdown when enabled this in the ACP.

This is normal if you use the NL language package.

Copy webpushnotifications/language/eng and rename it to nl

There is currently no Dutch translation available

Renaming a file en to nl will not translate the file, so it won't change anything

I know, but now you get translation strings that are not present. You should replace the files, not overwrite them.

That doesn't change it, I have 2 lines in the ACP one that is correct and one is saying

ACP > System tab > Module management menu > Administration Control Panel, then General -> Client communication. delete it.

You won't be able to click on the Subscribe button unless you're on a secure https site.

yes but judging by how that look on your screenshot, your assets might be stale. Clear out the cache in the forum and all of your browser's caches cookies and history

In case the administrator does not enable the push notifications option by default for all users, it would be helpful to redirect users to the UCP settings page when they enable push notifications in the notifications drop-down menu.
